Matt Cutts announced at 1hr 21m 20s into the video that the next generation of Penguin 2.0 or some have labeled it as Penguin 4, was being released within the next few hours after his current interview was over.
Matt mentions that it will have a pretty big impact on web spam, it is a brand new generation of algorithms, previous iteration of penguin only looked at the homepage of a site. The New generation of penguin goes much deeper and it has a really big impact in certain small areas, it is predicted by Matt that 2.3% of English queries will be effected to the degree that a regular user might notice.
I have already started to notice some changes to SERPS, I have seen some big brand sites rise for key terms you would expect to see them in, but also there is a new rise in sites that are very recently created taking top three positions. My thoughts are that so many well long standing industry leading sites have been hit by penalties that it is very easy for a new site with no peanlty to rank for high traffic key terms.
